This Privacy Policy describes the types of data we aggregate, what information we collect when you use our Telegram bot (operating under the name "ComLeads Permit Radar" or "Permit Radar"), our API, our automated data aggregation platform, and our website at https://comleads.net (collectively, the "Software"), and how we handle and protect that information.
1. Data We Aggregate (Open Government Public Records)
1.1 Focus on Open Municipal Data: The primary function of ComLeads is the automated indexing, normalization, and aggregation of publicly accessible municipal government records (specifically, commercial building permits and contractor registrations published by city authorities under public open-data and freedom of information frameworks).
1.2 Business-to-Business (B2B) Scope: The data indexed by our Software relates strictly to commercial entities, businesses, general contractors, and trade subcontractors (B2B). We do not index, sell, or process private consumer or residential homeowner data (B2C). Any contractor business contact information associated with a building permit is treated as public commercial record data made available by the respective municipal permitting office.
1.3 Statutory Open Records Shield (FOIA & Texas Public Information Act): All commercial construction permit filings, project scopes, and contractor business details processed by our Software are official public records published pursuant to the Texas Public Information Act (Texas Government Code Chapter 552), the federal Freedom of Information Act (5 U.S.C. § 552), and analogous municipal sunshine laws. ComLeads acts solely as a technological indexer and search aggregator of public government records.
2. Information We Collect From Users
When you register for, access, or subscribe to our Software, we collect:
- Telegram User ID and Username: Used solely to authenticate your account, manage your notification preferences, and deliver automated commercial permit alerts to your Telegram chat.
- Billing and Customer Data (via Lemon Squeezy): All payment processing, subscription management, customer invoicing, and tax calculations are performed securely by our online reseller and Merchant of Record, Lemon Squeezy (LemonSqueezy.com). We receive and maintain your billing email address, customer identifier, and active subscription status to manage your access tier. We do not store or process raw credit card numbers or banking credentials on our servers. All cardholder data is handled directly by Lemon Squeezy under PCI-DSS Level 1 compliance.
- Usage Logs & Configuration Settings: Logs of your interactions with the Telegram bot (such as trade filters selected, budget thresholds configured, and active location settings) to deliver tailored alerts and maintain service reliability.
3. How We Use Your Information
We use the personal information collected from you strictly for legitimate business and operational purposes:
- To authenticate your access and deliver real-time building permit alerts to your Telegram account.
- To verify, maintain, and synchronize your active subscription status through Lemon Squeezy.
- To prevent fraud, automated scraping, trial abuse, and enforce our Terms of Software License.
- To provide technical customer support and critical administrative service notices.
4. Disclosure and Sharing of Information
4.1 Zero Sale of Personal Information: We do not sell, rent, monetize, or trade your personal information to any third parties for advertising or commercial marketing purposes.
4.2 Vetted Operational Service Providers: We may share necessary account data with vetted third-party service providers strictly to operate our platform:
- Lemon Squeezy: Our authorized Merchant of Record, handling payment processing, invoicing, tax remittance, and customer billing support.
- Encrypted Cloud Infrastructure & Database Hosting: Industry-standard, enterprise-grade cloud hosting facilities and encrypted database providers operating under strict confidentiality and security controls.
- Telegram Messenger Platform (Telegram LLC): For transmitting permit alerts and interactive bot menus.
4.3 Legal Requirements: We may disclose your information if required to do so by applicable law, subpoena, or in response to a lawful court order from a government authority.
5. Data Security and Retention
5.1 Security Measures: We implement enterprise-grade technical and organizational security controls (including SSL/TLS encryption in transit and AES-256 database encryption at rest) to safeguard your information against unauthorized access, loss, or disclosure.
5.2 Retention Policy: We retain your account information only for as long as your account remains active or as needed to comply with our legal and tax accounting obligations. Inactive accounts may be purged or anonymized in accordance with our system data retention schedules.
6. Your Rights & Public Record Opt-Out Protocol
6.1 User Rights (CCPA/CPRA & GDPR): Under applicable United States, state, and international privacy laws (including the California Consumer Privacy Act / CCPA as amended by the CPRA, and the General Data Protection Regulation / GDPR), you have the right to request access to the personal account information we hold about you, request corrections, or request complete deletion of your account data. 6.2 Public Record Subject Correction & Opt-Out Protocol: In furtherance of fair data practices, any commercial entity, contractor, or business professional whose contact details are referenced in a public municipal permit record may request that their direct phone number or email address be suppressed or updated in future real-time alerts. To submit an opt-out or correction request, please send an email to hello@comleads.net with the subject line "Public Record Correction / Opt-Out", including the company name, relevant permit number, and specific details to be updated. All verified requests are processed within five (5) business days.
7. Children's Privacy (COPPA)
Our Software is strictly intended for B2B commercial contractors and business professionals. We do not knowingly solicit or collect data from anyone under the age of 18.
